講義概要 Lecture Summary：	最近の中東での出来事は、中東からの安定的なエネルギー供給が日本やアジア地域のエネルギー安全保障にとって不可欠であるのみならず、世界経済に大きな影響を与えることを改めて我々に認識させた。アジア・アフリカ・欧州に接する中東地域は、また、グローバル・サプライチェーンの要衝である紅海・スエズ運河を擁している。このように、中東の安定と繁栄は世界の安定にとって不可欠であり、「自由で開かれたインド太平洋」の一翼をなす重要な地域である。中東と日本が１９世紀の同時代に近代化への歩みを始めたという記憶の共有もまた、両者の友好関係を支えている。こうした中東の重要性に鑑み、日本は、様々な日本独自の開発協力などを通じて、パートナーとして、中東の安定と繁栄の実現に向けて取り組んできた。この講義では、日本と中東の歴史的なつながりを紹介し、日本にとっての中東の重要性、日本の中東との開発協力の特徴やその成果、及び開発協力が日本の中東外交で果たした役割について分析する。最後に日本と中東の協力の在り方の今後について議論する。 Recent events in the Middle East have served as a renewed reminder that a stable energy supply from the region is vital not only to the energy security of Japan and Asia but also to the global economy. Situated at the crossroads of Asia, Africa, and Europe, the Middle East encompasses the Red Sea and the Suez Canal—critical chokepoints for global supply chains. Thus, the stability and prosperity of the Middle East are essential for global stability, and the region plays a pivotal role in the “Free and Open Indo-Pacific” initiative. The shared historical memory of both Japan and the Middle East embarking on the path to modernization during the 19th century also underpins their friendly relations. Recognizing this importance, Japan has worked as a partner toward achieving stability and prosperity in the region through various forms of uniquely Japanese development cooperation. This lecture will outline the historical ties between Japan and the Middle East, analyze the region’s importance to Japan, examine the characteristics and achievements of Japan’s development cooperation there, and assess the role such cooperation has played in Japan’s diplomacy toward the region. Finally, the lecture will discuss the future direction of cooperation between Japan and the Middle East.
